Ancient Power is a Magic the Gathering format that only allows cards printed in the old frame (Alpha through Scourge). While this does limit the card pool, it also allows players the opportunity to play the game under Magic's original philosophies, with less of a focus on creature battles and more on the casting of all spell types.
The difference between the Ancient and Ancient Power formats is akin to the difference between Legacy and Vintage: instead of just a Banned list, there are cards that are Banned and some that are just Restricted.
What's Allowed?
The Banned/Restricted List is very similar to that of the Vintage Format for now. This could change in the future however, as it becomes more clear if certain cards remain 'broken' when they only have access to the original border cards.

DeleteThe list from this post is mostly (completely?) just using the current vintage restricted list, and that really does miss some scourges of the time like FoF, Crop Rotation for academy, Mind Twist (definitely should be restricted, it wasn't that long off the banned-list at this point in time), etc. If anyone is curious, here's the B/R list from this era in magic:
